The Labour and Employment Department, Union Territory of Ladakh, on July 20, 2026, notified the Industrial Relations (Ladakh) Rules, 2026 under the Industrial Relations Code, 2020, after no objections or suggestions were received on the draft rules published in April 2026. The rules supersede the earlier Jammu and Kashmir labour rules relating to trade unions, standing orders and industrial disputes, insofar as they apply to the Union Territory of Ladakh, and come into force from the date of publication in the Official Gazette.
The Rules prescribe the procedural framework for implementation of the Industrial Relations Code in Ladakh, including definitions, execution of written settlement agreements before Conciliation Officers, and the constitution and functioning of Works Committees. Employers directed under Section 3 of the Code are required to constitute Works Committees with not more than 20 members, ensuring that workers' representatives are at least equal in number to employer representatives.
The Rules also lay down the process for nomination and election of employer and worker representatives, consultation with registered trade unions, appointment of committee office-bearers, and procedures governing the functioning of Works Committees to facilitate employer-worker cooperation and industrial harmony.
